Seer Technologies was founded in 2003 by two former employees of Oracle Philippines, Joel H. Garcia and Joben Ilagan, to offer high level training, consulting and software development services to Oracle Technology customers. 

During the same year, Seer was granted Income Tax Holiday (ITH) benefits by the Philippine Board of Investments (BOI) with a Non-Pioneer Status in the area of Software Development. Also in 2003 – Seer’s first year of operations – it already achieved the status of Oracle Certified Partner for Technology Products. 

Seer started with just four people doing all technical and non-technical work (just like any other startup). The founders thought that the company would only be able to attract a few small Oracle customers at the start, but shortly after it opened its doors, it began servicing some of Oracle's largest customers in the country, most of whom are still with Seer today.
